Specialized Residential Facility for the Elderly (RCFE)
RCRC is seeking proposals for a licensed specialized Residential Facility for the Elderly (RCFE) with developmental disabilities. The purpose for developing the home is to provide a long-term supportive option for individuals, over the age of 59, who have increasingly challenging support needs due to aging. Adults who will use this service will be identified through RCRC’s internal review process.

Housing Development Organization (HDO) to Develop Multi-Family Housing in Mendocino County
RCRC is seeking approval from the State Department of Developmental Services (DDS) for start-up funding to carry out RCRC’s 2022-2023 Community Resource Development Plan (CRDP). CRDP funding is provided to respond to the changing needs of individuals, as well as enhance the capacity for community services, for those who are currently living in the community and receive services through California’s developmental disabilities service system.

Social Recreation Grants
In 2021, American Rescue Plan Act provided the Department of Developmental Services (DDS) $12.5 million for Grants for Enhanced Community Integration for Children and Adolescents (Social Rec Grants). Up to $162,400 have been allocated by DDS to RCRC for the development of social recreational opportunities for clients residing in Lake, Mendocino, Humbodlt, and Del Norte Counties. Grants will fund projects that enhance and develop integrated and inclusive social and recreational programs for families, children and adolescents with intellectual and developmental disabilities in underserved communities.

Community Resource and Development Plan (CRDP) / Community Placement Plan (CPP) Request for Proposals, Start-Up Funding Pending DDS Approval:
Redwood Coast Regional Center (RCRC) is one of 21 locally-based, non-profit corporations that contract with the State of California to develop and coordinate community resources and supports for people with developmental disabilities and their families. RCRC serves Californians who reside in Del Norte, Humboldt, Lake, and Mendocino Counties.
RCRC submitted a funding proposal to the State Department of Developmental Services for start-up funding to carry out RCRC’s 2021-2022 CRDP/CPP. See the Request for Proposals (RFP) captioned below. CRDP/CPP funding is provided to:
- Expand the availability, accessibility and types of services and supports to meet current and future needs of individuals and their families in the community.
- Develop systems to ensure that quality services and supports in the least restrictive environment are provided to individuals in the community.
- Develop services that are person-centered and represent the diversity of the regional center’s catchment area.
The below proposed projects for the fiscal year 2022-2023 reflect the need of RCRC’s four-county catchment area. RCRC may elect to fund all, part, or none of the proposed projects, depending on funding availability as approved by DDS, the quality of proposals received, and pending the approval of the projects as written.

Non CRDP/CPP Request for Proposals
Self Determination–Jump Start
RCRC would like to announce the release of a Request for Proposals for Self Determination Jump Start services throughout Del Norte, Humboldt, Lake and Mendocino Counties.
The purpose of this service is to support people as they transition into Self-Determination at RCRC, to increase the diversity of people participating in Self-Determination, and to assist currently underserved people to access Self-Determination for needed services and supports. RCRC will award multiple contracts, if needed, in order to achieve the desired outcomes identified below,
Self-Determination means that people have the opportunity to direct their own lives and control their resources, in ways that they choose. The vision of Self-Determination is that people with disabilities will determine their own futures, with appropriate assistance from families and friends.
Prospective service providers must have experience and knowledge about Self-Determination and person-centered practices/planning, an understanding of the Home and Community-Based Services final rule and be familiar with the rural communities supported by Redwood Coast Regionals Center.
Proposals are not required to include all elements listed or to cover all four Counties. Multiple proposals may be awarded in order to achieve the outcomes below. Bilingual in Spanish preferred.
RCRC has $22,440 allocated by The Department of Developmental Services (DDS) which is to be expended by March 2023. RCRC will award multiple contracts, if needed, in order to achieve the desired outcomes.

Licensed Clinical Psychologists | Licensed Educational Psychologists
RCRC has immediate opportunities for licensed clinical psychologists and licensed educational psychologists as independent contractors (“vendors”) to perform psychological assessments for children and adults. The Psychologist Vendor will perform comprehensive psychological and developmental evaluations for RCRC clients and individual applying for Early Start or Regional Center Services.
